Recebi recentemente, um email de um amigo, alertando-me sobre um futuro projecto, empreendimento turístico, que vai nascer nas proximidades da Lagoa de Salgados, em Albufeira.
A implicação dele e a controvérsia desse mesmo vai contra à defesa de uma zona Húmida ao qual é, segundo os ambientalistas, constitui "um dos últimos redutos do litoral algarvio não ocupados pelo betão".
Nesse sentido, insurgem-se contra mais um megaprojecto a erguer nas imediações de uma lagoa de grande importância para as aves aquáticas, "estando confirmado como local de nidificação de 45 espécies".
Este projecto, tal como algumas outras manifestações de interesse em grandes investimentos no Algarve, não tem data para o arranque das obras. Mas a conclusão está prevista para finais de 2023 - dois hotéis de cinco estrelas, um hotel de quatro estrelas, dois aldeamentos, um campo de golfe e uma zona comercial.

Estimada Senhora Ministra Assunção Cristas:
O meu nome é Pedro Alves Andrade. Sou cidadão Português, residente no Concelho de Silves.Tomei recentemente contacto com os últimos desenvolvimentos relativos aos planos de urbanização e edificação previstos nos tempos futuros para a designada àrea da Lagoa dos Salgados.
É sobre os mesmos que, enquanto cidadão, leigo, mas interessado, lhe gostava de tecer algumas considerações e expressar algumas preocupações.
Permita-me então que, fazendo uso deste meio comunicacional ao nosso dispor, exerça aqui o meu dever de intervenção democrática.
Estou certo de que terá ao seu dispor todos os dados e informações sobre esta Lagoa, respectivas àreas envolventes, e o projecto em questão, pelo que conhecerá:
- o ávido papel da "Águas de Portugal" empresa de direito comercial privado com acionistas públicos nesta matéria;
- a actual posição da Administração Regional Hidrográfica (ARH);
- os planos de requalificação ambiental previstos pela mesma Administração Regional Hidrográfica e, há muito guardados nas gavetas do seu Ministério;
- o "Projecto Ambiental" publicitado pelo promotor e o consequente Estudo de Avaliação de Impacto Ambiental agora desencadeado e em curso;
- a intenção do promotor em candidatar a àrea a "Área Protegida de Iniciativa Privada", independentemente do que isso queira realmente dizer;
- a posição do Instituto de Conservação da Natureza e Florestas (ICNF) nesta matéria;
- a criação de um Centro de Informação e Interpretação Ambiental na àrea, pelo promotor e, já há muito previsto pelas entidades públicas;
- o Plano de Pormenor da Praia Grande aprovado, sob proposta da Câmara Municipal de Silves, por deliberação da Assembleia Municipal de 7 de Dezembro de 2007;
- a questionável não classificação desta àrea nas redes de Reserva Ecológica Nacional (REN), Rede Natura 2000, nem pela Rede Nacional de Áreas Protegidas;
- a identidade do promotor, FINALGARVE. Do grupo GALILEI, degenerado da SOCIEDADE LUSA DE NEGÓCIOS (SLN);
dispensando assim, apresentações ou considerações técnicas da minha parte sobre o previamente apresentado.
Também me apercebo que a teia da burocracia legal já se encarregou nos últimos anos, de forma mais ou menos invisível e imperceptível ao comum cidadão, de preparar as bases para o que será agora o arranque de mais um mega-projeto turisticó-imobiliário a nascer nesta zona, no que se incluem as alterações de propriedade dos terrenos que põe a referida àrea geográfica já como propriedade do promotor.
Não deixando assim, grande margem de manobra a quem se lhe oponha ou conteste, senão o recurso à coragem política dos nossos representantes, acreditando que ainda é a política e os seus decisores que nos dirigem.
Compreendo as necessidades do chamado "investimento" que perpetuam o funcionamento da economia como a temos visto até aqui.
Compreendo a necessidade da criação de postos de trabalho imediatos que tal "investimento" promete a curto prazo. E melhor compreendo ainda as necessidades urgentes de financiamento de que carecem muitos orgãos públicos, neste caso, a Câmara Municipal de Silves, endividada e fragilizada.
Mas após reflexão, recorrendo a informação estatística disponível pela Secretaria de Estado do Turismo por um lado, e informação de caríz ambiental largamente divulgada por Entidades Não Governamentais de carácter Ecológico e Social por outro, não posso, dentro da minha ignorância, compreender nem a vantagem económica, nem a sustentabilidade ambiental e muito menos a racionalidade deste projecto de "investimento".
Assaltam-me então, os seguintes pensamentos:
- Sendo o Algarve uma região onde a principal atividade económica é o turismo e tendo em conta o aumento exponencial de pontos turísticos de concorrência direta, quer interna, quer sobretudo, externa, é inegável a necessidade de melhorar a oferta existente. No entanto, estando a taxa de oferta de camas turísticas versus a procura turistica efetiva na região, no mínimo estabilizada, se não desequilibrada em favor da primeira, e atendendo à crescente sazonalidade do turismo na região, necessitaremos de mais esta estrutura hoteleira?
- Também se tornou notório nos últimos anos que o verdadeiro investimento no Algarve tem que ser feito a nível das infra-estruturas físicas. Requalificação de estradas, acessos a praias, oferta de transportes públicos, etc. E isto, apenas para suportar, em períodos de sazonalidade, as elevadas taxas de ocupação do parque hoteleiro já existente. Ainda assim, entenda-se por elevada taxa de ocupação do parque hoteleiro existente, as taxas atingidas atualmente, uma vez que, se se ocupassem em simultâneo todas as camas turísticas existentes, seria o caos. Basta a Senhora Ministra passear pelo Algarve nos meses de Julho e Agosto e perceberá do que estou a falar quanto ao trânsito, a resposta de serviços, tanto públicos como privados, ao congestionamento até nos nossos queridos areais.
- Por outro lado, o Algarve carece fortemente também de infra-estruturas de cativação e atrativos turísticos. Temos monumentos em ruínas, poucos espetáculos para oferecer, pouca coordenação cultural, etc. Temos já até, a supremacia do cimento sobre os escassos nichos eco-ambientais e paisagísticos existentes, pouco apoiados publicamente, destruindo-os, e que, estes sim, podem trazer uma verdadeira vantagem competitiva e mais-valia ao nosso turismo. Porque, hoteis de 5 estrelas já temos nós, e o Mundo inteiro.
- Faria então, muito mais sentido do ponto de vista estratégico, que tais "investimentos" privados de urbanização e edificação se concentrassem e se canalizassem para, por exemplo, a renovação e requalificação do parque hoteleiro existente. Existem unidades hoteleiras localizadas em zonas extremamente previligiadas com 40 e 50 anos de vida, já muito degradadas e, certamente à procura de investimento imobiliário. Temos unidades hoteleiras em clara dissonância com as características urbanísticas locais redundando num fiasco para o Ordenamento do Nosso Território. Então, porque não requalificar?
- E não entendamos a actividade do golfe, mais uma vez apresentada por este promotor, como um atrativo para a região. O Algarve já se encontra positivamente referenciado em termos internacionais nesta matéria, com vastos, belos e funcionais campos para a prática da modalidade. Já excedendo largamente a procura, o que é provado pelo semi-abandono de alguns deles. Na perspectiva da população local e da Humanidade em geral, como a Senhora Ministra bem sabe, a problemática dos campos de golfe no conflito de interesse da utilização de um bem escasso de consumo como a água, exerce, invariavelmente, pressão sobre o recurso, levando consequentemente ao aumento de preços a quem dela mais precisa, o consumidor final. Não nos iludamos, o golfe é desporto de uma pequena minoria.
- E, Estimada Senhora Ministra, sem entrar em acusações pessoais ou referências a corrupções, promiscuidades ou incompetências que por cá, como em todo o lado acontecem, não conhece a Senhora Ministra os "fantásticos projetos" recentes como o "Golf das Amendoeiras Resort" no Concelho de Silves, o empreendimento "Habiserve" e o complexo "Oceanville" no de Albufeira ou o "Savannahs Club" no Concelho de Loulé?
E não vou pormenorizar o mau exemplo da cadeia hoteleira "CS", pelo promotor Carlos Saraiva, também no Concelho de Albufeira, e que já esventrou e destruiu parte importante da referida Lagoa dos Salgados, agora mais uma vez sob ataque?
Concluindo, apelo à sua Sensibilidade Humana e à Justiça do que é Justo, para que vele pela isenção e idoneidade do Estudo de Avaliação de Impacto Ambiental agora em curso e para que tenha a coragem necessária para tomar a decisão correta nesta matéria.
Apesar da Lagoa dos Salgados estar longe das condições ambientais desejáveis, sendo, por exemplo, um escape de águas residuais de algumas das estações de tratamento dos Concelhos limítrofes, não será certamente deste "investimento" que carece.
Pense nos seus filhos e no Mundo que lhes quer deixar.

My name is Pedro Alves Andrade. I am Portuguese citizen, resident in the Silves Municipality, Algarve.
I had recent contact with the last developments regarding the plans of urbanization and construction foreseen in the future times for the sector known as Salgados Lagoon, in Armação de Pêra, Silves.
It is on the same ones that, while citizen, layperson, but interested party, I would like to weave some thoughts and to express some concerns.
Respectfully allow me then, making use of this communicational means, to exert here my duty of democratic intervention.
I am sure you will have at your disposal all the data and information on this Lagoon, respective involving areas, and project in question, for what you will know:
- the avid role of “Águas de Portugal” company of private commercial law with public shareholders, in this substance;
- the current position of the Administração Regional Hidrográfica (ARH);
- the plans for environmental requalification foreseen by the same Administração Regional Hidrográfica (ARH) and, for long kept in the drawers of your Ministry;
- the “Environmental Project” advertised by the promoter and the consequent Study of Evaluation of Environmental Impact recently triggered and now in course;
- the intention of the promoter in submit the area to the status of “Protected Area of Private Initiative”, independently of what this really means;
- the position of the Instituto de Conservação da Natureza e Florestas (ICNF) in this substance;
- the creation of a Center of Information and Environment Interpretation in the area by the promoter and, for long anticipated by public authorities;
- the Municipal Plan of Detail for Praia Grande, approved under proposal of the City Hall, by deliberation of the Municipality Assembly of 7 of December of 2007;
- the questionable at least, not classification of this sector neither in the nets of the National Ecologic Reserve, Nature Net 2000, or the National Grid of Protected Areas;
- the identity of the promoter, FINALGARVE. Of the group GALILEI, degenerated of the SOCIEDADE LUSA DE NEGOCIOS (SLN);
thus excusing in my behalf, presentations or technical explanations on the previously presented.
I also became aware that the network of legal bureaucracy already was putted in charge in recent years, in a form more or less invisible and imperceptible to the common citizen, to prepare the bases for what it will now be the start of this other tourist-real estate mega-project being born in this zone, in what is included the alterations of legal property of the lands in the cited geographic area as already property of the promoter.
Thus leaving short edge of maneuver to who does oppose to its contents, other than to resource to the politic courage of our representatives, believing that it still is the politics and its leaders that lead us.
I understand the need of the so called “investment” that perpetuates the functioning of the economy as we have seen it until here and now.
I understand the necessity of the liquid creation of immediate jobs that such “investment” promises at short-term. And I can even have a better understanding of the urgent financing necessities of those many public entities nowadays, in this case, the Silves City Hall who’s become indebted and fragile.
But after reflection, using the statistics information available by the Tourism Secretary of State on one hand, and environmental information widely disseminated by Non Governmental Entities of both Ecological and Social countenance on the other, I cannot, inside of my ignorance, understand nor the economic advantage, nor the environmental sustainability and much less the rationality of this project of “investment”.
Therefore, the following thoughts tend to haunt me:
- Being the Algarve a region where the main economic activity is the tourism and having in account the exponential increase of tourist points of direct competition, either intern, but mostly external, is undeniable the necessity to improve the existing offer. However, being the ratio of tourist beds offer versus the effective tourist demand stabilized in the region, at least, if not unbalanced towards the first one, and regarding the increasing seasonality of the tourism in the region, will we need this hotel structure still?
- Also, it is well-known in recent years to everybody that the true investment in the Algarve has to be made at the physical infrastructures level. Requalification of roads, accesses to the beaches, offers of public transportation, and so on. And this only to support the current high-season rates of demand. Once if one could imagine the total fulfill of the existing touristic beds in the Algarve region would ever been simultaneously taken, it would be the chaos. It would only need a short walk through the Algarve during the months of July and August for Your Excellence to perceive of what I am talking about in terms of traffic, the reply of services, both public and private, to the congestion even in our beloved sands.
- On the other hand, Algarve lacks strongly of tourist attractive and cultural entertainment infrastructures. We have monuments in ruins, few spectacles and theme shows to offer, little cultural coordination, and so on. We have already the supremacy and pressure of cement on the scarce existing echo-ambient and landscape niches, shortly supported and protected by public policies, destroying them, and those, yes, can bring a true competitive advantage and more-value to our tourism. Hotels of 5 stars we already have, and so the entire World.
- It would make then much more sense as a strategic standpoint, that such private "investments" of urbanization and edification could be concentrated and pushed, for example, to the renewal and upgrading of the existing hotel complex park in general. There are hotel units located in areas with extremely privileged views with 40 and 50 years, already very degraded and certainly looking for real estate investment. We have hotel units in clear dissonance with the local urban characteristics becoming a fiasco to our territory ordinance. So why not retrain and reorder?
- And let not understand the business of golf, once again presented by this promoter, as an attraction for the region. Algarve is already internationally positively referenced by the standards in this field, with vast, beautiful and functional greens for the practice of this sport. Already far exceeding its demand as evidenced by the semi-abandonment of some of them. From the perspective of local people and Humanity in general, as the Minister knows, the issue of golf courses in the conflict of interest of the use of a scarce resource like water consumption, has invariably pressure on the resource, leading hence the price increase to those who most need it, the final consumer. Make no mistake, golf is a minority sport.
- And, Dear Minister, without going into personal accusations or references to corruption, incompetence or promiscuity that around here, as everywhere else happens, the Minister does not know the "great projects" such as the recent "Almond Blossom Golf Resort" in Silves, the venture "Habiserve" and the complex "Oceanville" in Albufeira or the "Savannahs Club" in Loulé Municipality? And I will not detail the bad example of the chain "CS", by promoter Carlos Saraiva, also in the Albufeira Municipality, which already disemboweled and destroyed an important part of that Salgados Lagoon, now once again under attack?
In conclusion, I appeal to Your Human Sensitivity and to the Justice of what’s Just, so Your Excellence may watch for the fairness of the Environmental Impact Assessment Study now in progress and to have the courage to make the right decision in this matter.
Despite the Salgados Lagoon is far from being in desirable environmental conditions, used, for example, as leak of some wastewater treatment plants of neighboring Municipalities, will certainly not be this "investment" that is needed for it.
Think of Your children and the World You want to leave them behind.
